Why this matters:
Purchased steam and hot water are purchased energy → Scope 2, not Scope 1. The GHG Protocol Scope 2 Guidance requires dual reporting: a location-based figure on an average network factor, and a market-based figure on your supplier-specific contract. The supplier factor is back-calculated as fuel EF ÷ generation efficiency — a gas boiler at 80% efficiency delivers heat at ~0.228 kg CO₂e/kWh.
